Remove unmaintained packages (which are already disabled)

I used the following NeoVim regex to find these:

    4\.\d[0123456] and the snapshot contains base-

This means that everything that was disabled with the upgrade to GHC
9.2, and hasn't been enabled since, is removed in this commit.
