Firebase Remote Config Settings

The app uses the following RemoteConfig settings:

• filter_diaspora_forms - choose whether to hide diaspora forms for observers that are not in diaspora. The monitoring can take part in polling stations located in the country or in diaspora (the counties are marked with a diaspora flag in db). Sometimes there are forms that need filling in just for observers in diaspora. The flag is used in order to decide if we need to filter out some forms in the apps.
