Fix Submariner's annual review date

Pre-submission checklist:

Please check each of these after submitting your pull request:

• Are you only including a repo_url if your project is 100% open source? If so, you need to pick the single best GitHub repository for your project, not a GitHub organization.
• Is your project closed source or, if it is open source, does your project have at least 300 GitHub stars?
• Have you picked the single best (existing) category for your project?

It'd be great if this PR could be merged asap as it's breaking the landscape2 CNCF build.

This change was introduced a few hours ago by an automated commit from the CNCF-bot. Commits that don't go through a PR are bypassing the validation workflow, which should have caught this issue.

Not sure if it's worth it at this point, but maybe that automated process can be updated to avoid this kind of change to dates.
