Backport of PR #29527 (L1 tracking)

This is a backport of PR #29527 (L1 tracking, hybrid algorithm, tracklet package part) that was merged in CMSSW_11_2_X but is needed in CMSSW_11_1_X for the HLT TDR MC production. This PR is identical to PR #29527.

A new Pull Request was created by @skinnari (Louise Skinnari) for CMSSW_11_1_X.

It involves the following packages:

L1Trigger/TrackFindingTracklet
