BeamSpot Centroid as measured from LHC fill 4008 (last fill with B = 3.8T in 2015B)

BPIX position as measured here

BS absolute position wrt(0,0,0)

X =  0.07798 [cm]
Y =  0.09714 [cm]
Z = -1.610   [cm]

BPIX absolute position wrt(0,0,0)

X = -0.026837  [cm]
Y = -0.0715252 [cm]
Z = -0.511453  [cm]

Resulting Beam Spot position wrt BPIX centre

X =  0.07798 - ( -0.026837  ) =  0.10482 [cm]
Y =  0.09714 - ( -0.0715252 ) =  0.16867 [cm]
Z = -1.610   - ( -0.511453  ) = -1.0985  [cm]

[IOMC]: update vertex smearing parameters for realistic 13 TeV 50ns collisions

This pull request is fully signed and it will be integrated in one of the next CMSSW_7_6_X IBs (tests are also fine). This pull request requires discussion in the ORP meeting before it's merged. @davidlange6, @Degano, @smuzaffar
