[14.0] Update tag for GeneratorInterface-EvtGenInterface to V02-10-00

This includes the following updates

• add BToScalarLLP signal pdl and decay files cms-data/GeneratorInterface-EvtGenInterface#25
• BPH new pdl file with XiC0 modified to be OmegaC0 and update all Charm baryons lifetime cms-data/GeneratorInterface-EvtGenInterface#26
