added gen-pr-install-cmssw.sh to install pr cmssw area on cvmfs

this is copy of https://cmssdt.cern.ch/jenkins/job/pr-publish-cmssw/ job and it uses https://github.com/cms-sw/cmsdist/blob/IB/CMSSW_12_4_X/master/scram-project-build.file#L293-L304 logic to relocate cmssw externals symlinks
