Fix accessibility issue with regards 'skipped heading level' reported by the WAVE tool.

  • Blog header to be H1
  • Blog headline to be H1 if blog header is configured not show otherwise set to H2
  • Blog About/Categories/Archives header to be H2

Change of plan, all headings to be H2 except the main blog title which is H1 and will be 'visually-hidden' instead of not present when configured not to show.

@StewartBellamy I don't think we've got this quite right, e.g. this results in 2 x H1 when we have this set:

@StewartBellamy possibly the simplest fix here is not to show the blog title on the individual post view. This is what is causing the doubled H1.
