Provide a customizable 404 & 500 page that an extension can redirected to. #3699

We currently have a 404 page but that is only used when a user attempts to access an angular route that doesn't exists.

This 404/500 page should allow custom help/information text and a custom link that will redirect the user to a specific location.

We should keep this simple and allow the extension to decide when to redirect.
