See #1096 and #1108, the latest is not replacing the oldest.
(e.g. #1108 - it's should have removed 8.1.28 and not 8.1.29 to accommodate 8.1.30)

fix unit tests and manually update 8.1.x

It looks like default_version in manifest needs to be updated manually.

Manually fix update issue in #1096 and #1108.

Opened issue #1112 to look into it.
