While AppVeyor build fails, GitHub Actions CI works for Windows. This pull request adds an Windows runner to the current R-CMD-check.yaml based on the instruction by hellorust's README

Do you want stop using AppVeyor? If so, I can include the deletion of appveyor.yml in this PR, but you also need to turn off the integration from the repository setting, if I remember correctly.
