The interactive page that is described here hasn't worked since 2015. With civicrm/civicrm-core#15998 it no longer even uses this screen and goes straight to where the Print Report button in the current screenshot would go.
It's maybe 50/50 if this PR needs to wait for 5.24 or not since it isn't really working currently anyway, but technically the exact details described in this PR won't work fully until 5.24.
