This does not appear to be used anywhere (based on grepping universe).

This is a commit from https://github.com/civicrm/civicrm-core/pull/12377/commits - having taken a look & concurred with @totten that it is in fact not used I pull it out to it's own PR & am adding merge-on-pass.

The overall PR is still WIP but having 'done the work' to grep on this I decided to remove it from the main sequence
