Well, if it executes the karma tests and passes, then by definition it's working. We can see that it's still producing typical test results in Jenkins -- e.g. https://test.civicrm.org/job/CiviCRM-Core-PR/20646/testReport/PhantomJS%202.1.1%20(Linux%200.0.0)/ Thanks, @seamuslee001. |

Overview
This updates all karma and jasmine npm packages to their latest versions. I ran karama start --single-run locally and confirmed that it was doing what was expected
