Overview

This updates all karma and jasmine npm packages to their latest versions. I ran karama start --single-run locally and confirmed that it was doing what was expected

@seamuslee001 karma & jasmine are only on dev builds?

Well, if it executes the karma tests and passes, then by definition it's working.

We can see that it's still producing typical test results in Jenkins -- e.g. https://test.civicrm.org/job/CiviCRM-Core-PR/20646/testReport/PhantomJS%202.1.1%20(Linux%200.0.0)/
