This reverts commit 35c930c. The change was done in isolation, leading to inconsistency with other forms that have the Save / Save and New / Cancel pattern.

I had no idea 4.7.26-rc was cut before 4.7.25 was out the door! This is the same as #11064, but for the new RC.
