alloy: Clicking link in PDF file doesn't navigate

PDFs viewed via the embedded chromium browser no longer navigate to url associated with a link

Steps to reproduce the behavior:
add Link to PDF, click link, should navigate to url associated with link

Expected behavior
add Link to PDF, click link, should navigate to url associated with link

Looks to be broken with Alloy style only. Tested with M137 on Windows.

cefclient.exe --url=https://tests/pdf.pdf --use-alloy-style

I guess it is the same problem as chromiumembedded/java-cef#503?

If so we have the same problem with our jcef integration:

Java: Adopt OpenJDK jdk1.8.0_432, 32 bit
JCEF Version = 130.1.9.331
CEF Version = 130.1.9
Chromium Version = 130.0.6723.70

Operating System: Windows 11, 64 bit

We are also seeing this using CEF branch 6834. In addition, Shift+Clicking causes the link to open in a new window, despite all our attempts to prevent new windows from ever opening.

Are there any plans to address this in an upcoming build?

Clicking the link results in the following log message:

[962980:961660:0715/131959.022:ERROR:CONSOLE:0] "Unchecked runtime.lastError: No current window", source: chrome-extension://mhjfbmdgcfjbbpaeojofohoefgiehjai/index.html (0)

This is kNoCurrentWindowError from TabsUpdateFunction::Run. Note that this code is being substantially refactored in M140+ so any fixes that we make in M139 will likely need to be revisited.
