Per actions/cache#141 (comment), several of the recent commits have improved reliability:

This may help with the reliability of the GitHub Actions CI checks we have, since we've noticed some flakiness since they were first merged in #2465.

Trying again with a newer version of actions/cache that fixes the zstd arguments: actions/cache#313

Cool, this is passing now, so I'll go ahead and merge this in. Hopefully the reliability improves with this.
