Provide reset values for registers driving cease and wfi #2449

Registers driving cease and wfi did not have reset values and could possibly be high for one cycle under reset.

This is fine, but note there isn't any guarantee that the other outputs from the Rocket core will be stable after just one cycle of reset.

yes, but this is shared code for cores that may satisfy that property
