Support Python 3.13; Drop 3.8

Note that jpype doesn't support Python 3.13 yet.

3.13 has been released 🎉

Unfortunately, the latest version of jpype doesn't work with Python 3.13 yet. jpype-project/jpype#1204
I commented out the test for 3.13 with jpype. 64a3e9c
