Likely a packaging issue. The following file seems to be missing:

/etc/clustershell/groups.conf.d/xcat.conf.example

# rpm -q clustershell
clustershell-1.9.1-1.el9.noarch
# rpm -ql clustershell | grep /etc/clustershell/groups.conf.d
/etc/clustershell/groups.conf.d
/etc/clustershell/groups.conf.d/README
/etc/clustershell/groups.conf.d/genders.conf.example
/etc/clustershell/groups.conf.d/slurm.conf.example
