The text is the same as the docs' intro page. We can improve this with time, but it's at least a bit better than a raw "TODO".
Following craft-parts' convention, the changelog.rst file sits in the root docs/ folder and is linked to in the Reference section.

This release marks the stability of craft-archives' API. Most of the work
has been on internal refactorings and tooling.
Going to leave this as a Draft while I test this release on Snapcraft and Rockcraft
