adds CI to validate PRs to cos-lib against our distributed charms (worker and coordinator)
-only added tempo for now, but can add mimir/loki easily
-ripped off from operator framework CI
-test failures will fail the task but not the whole workflow, i.e. they are not blocking to prevent chicken/egg situations
