Update of linting ruleset

Problem description
The initial linting ruleset was finalized in February PR #110 and used in by sub-projects. In the meantime changes to API Design Guidelines were proposed.

Possible evolution
Adding new CAMARA specific linting rules reflecting new/modified requirements in API Design Guidelines, review of severity and applicability of currently defined rules.

Alternative solution

Additional context
The updated ruleset should be finalized after resolution of topics included in release 0.4 #175 (comment) .
