Phone Number retrieval

Problem description
The Guidelines define how the phone number is retrieved by the API. The current mechanism is different form before. The mechanism is well described in the API section "Authorization and authentication" (#120) but the text in the PAI description doesn't match the new process. It is documented that both phoneNumber and the access token can be both available and must match. This is not allowed anymore.

Expected behavior
Fix the API documentation in the YAML
