  1. Rename a flag in MountPropagationFlags. 

    Rename `MountPropagationFlags`' `SLAVE` flag to `DOWNSTREAM`, to avoid
propagating "master/slave" terminology.

This differs from the Linux flag name and the terminology used in
Linux's documentation, so add notes documenting the difference.
