Find pack uid & gid from builder image

The previous commit assumed they would always be 1000

This commit forces the builder image to have PACK_USER_ID and
PACK_USER_GID to be set.

chown app directory after upload
ed52e8b 
Due to setting the uid,gid on upload this was fixed for files, but NOT
directories. We now force a "chown" after the upload
