[RB] When starting from a snapshot key, allow users to save to the snapshot #8397

By default, when specifying a snapshot key to start from, we don't save changes back to that snapshot to avoid changing it.
If users do want to save new changes to that snapshot key, they can pass --runner_exec_properties=recycle-runner=true. This PR fixes a bug to enable that behavior
