Changes our build process to rely on the release builds of `protoc` and `conformance_test_runner` instead of compiling from source.

Avoids Bazel and Go by using release builds of
protocandconformance_test_runner, and the JS port of license-header.The build (and CI) is sped up significantly for cold caches. Most of the logic is now in npm scripts instead of the Makefile, which will allow us to move to turborepo in the future.
