I don't think we should update our default documentation everywhere in this way (not everyone uses dependabot). If we go the documentation route, I would just include a section in the README that talks about how to add an actor exception |

This is an alternative to #44 where we instead of special casing the
dependabot[bot]actor we can update each workflow with the new recommendation.
