This PR:

adds more taxids to the taxid_to_nextclade_dataset_name map
updates nextclade 2.14.0 to 3.8.2 (major version change, required minor code changes)
updates pangolin 4.3.1-pdata-1.23.1 to 4.3.1-pdata-1.29
