BCMDHD_WIFI6 bug fixes

In this release, the Rockchip/BCMDHD WIFI 6 driver has been fixed so that Apple iPhone 6 IOS 12.x and iPhone 6 SE IOS 17.x can connect immediately.
- Previous problem:
When connecting, the authentication phase was canceled by DISASSOC / DEAUTH events. This resulted in error messages constantly being displayed on the iPhone. The main reason was the function "wl_cfg80211_change_station()", in which WLC_SCB_DEAUTHORIZE ioctl's were always sent to the firmware. The entire workflow has been revised.
- Other bugs and inconsistencies were also removed.
