Per release specialty tests

• Add notes to Tip-panel and Tip-banner for unverified publishers.(#2697)
• Remove all images for unverified publishers on Brave Rewards.(#2696)

Rewards

• ensure that you can enable wallet via the Rewards panel
• ensure Learn more in the Rewards (before enabling Rewards) panel takes you to brave://rewards
• ensure that clicking in Reward settings under the Rewards panel opens brave://rewards/
• ensure that you can enable wallet via brave://rewards
• ensure that the verified checkmark under Rewards panel still appears for verified Publishers
• ensured that verified checkmarks are displaying under the a-c & tips sections under brave://rewards
• ensure that the following verified publishers are not displaying the warning messaged under both the Rewards panel & the Tip banner
