Change the default position of the picture-in-picture window on Windows, so it isn't covered up by Brave ads/notifications #18668

Description

On Windows, the picture-in-picture window opens in the bottom-right corner of the screen, which is also used for Windows notification toasts (including Brave Rewards ads, which means a potential 10 interruptions per hour while watching a video in PIP).

Steps to Reproduce

  1. Open a video in PIP in Brave Browser on Windows
  2. Wait for a notification to arrive
