This updates the version of ruby build so that 2.1.3 is available in the definitions list.

Seems good to me.

@dgoodlad I just want to know how we will handle this kind of update. Should we accept and release a new module version even if this can be handled in the user side overriding the hiera data?

You don't need to use this branch to get the same behaviour. You can use heira to upgrade the ruby-build version as is explained at https://github.com/boxen/our-boxen#hiera and https://github.com/boxen/puppet-ruby#hiera-configuration.

In fact I have doubts if we should keep the hiera configuration on this repository up to date or just expect users to do in their boxen repository.

Occasional bumps to the default ruby-build version are fine, here, but not essential. I think the most important thing here is to be clearer in our documentation that the ruby-build version is something you should be managing in your own boxen repo, rather than depending on this module to update for you.
