[Request]: Allow bottles to successfully launch without internet connection

Recently I had internet outage, tried to launch bottles in the meantime to play some single player game, but it just said that there is no connection and wouldn't proceed any further. In result, I couldn't access my bottles and play offline games from them until my internet connection was fixed.

Describe the solution you'd like

I'd like to be able to launch and use bottles even without internet.
