…guration - #2 (open-telemetry#11240) This PR follows open-telemetry#11041. The previous PR changed the initialization of `batchSender` and `queueSender` to AFTER configuration, because that enables us to access `queueConfig` and `batcherConfig` in the same place. I noticed since then that there is another API for queue configuration, and this PR takes care of that other API #### Link to tracking issue open-telemetry#10368 #### Testing Ran `opentelemetry-collector$ make` to make sure all tests still pass.

V1 uses a pimpl model where we construct the map when needed, V1_NoAlloc is the test where I do pre-allocate all the pimpls, V2 uses the slice as a base implementation and adds map semantics on top of that.
All benchmarks are running only one attribute processor (with 8 mutations) that mutates the map in a way that at the end the same map is present. The results are in the result.md file.
Proposing: for the first version we implement the map semantic over the slice representation, and we have a huge advantage that no allocs are needed to read all data (not only pass through)
