Lightroom expects the small_icon to be not larger than 24x19 px - according to (https://github.com/Jaid/lightroom-sdk-8-examples/blob/main/flickr.lrdevplugin/FlickrPublishSupport.lua)
Tested on Windows 11 with Lightroom Classic 13.4
