Ok, scale that back.

Our crate is not broken. The test are.

Our code is not broken by Rust 1.19. But it might be the few that use VecExt::splice's code is broken by Rust 1.19. But we don't have to do any breaking changes to odds for that, fortunately. That makes the breakage very small and localized.
