- bump encointer pallets to match dependencies of polkadot-sdk-v1.7.0
- no functional changes in pallets. only upgrade
- apply changes for XCMv4 mostly as done for Asset Hub
- remove unnecessary migration of scheduler pallet stporage version which will auto-initialize before migrations are applied
- Does not require a CHANGELOG entry because the bump happens together with other systemchains
