This PR is to implement the following:

Dependency updates
GitHub Action updates

Changes

Update phpunit/phpunit to 10.5.27
Update actions/checkout to v4
Update php-actions/phpunit to v4
Change mock names since they conflict as of PHPUnit 10.5.21
