  • This PR adds a new recipe.
  • AFAIK, this recipe is directly relevant to the biological sciences (otherwise, please submit to the more general purpose conda-forge channel).

@alex-kj-chin please consult Bioconda documentation to know what sections that are needed in the recipe.

I added countrr in PR #12541 so please take a look at that recipe as an example how to make recipes for python packages.

@alex-kj-chin thanks for starting a counterr recipe. I have now updated the recipe to use the tagged version 0.1 release.
