Filings get managed by access types (staff, public, lawyers, what-ever)

Currently Alterations have been restricted to only allow from some legal_type to a BEN
that restriction should exist for PUBLIC access, but should not be there for STAFF.

The authorization should be updated to handle the matrix of roles and filings
