User Story
As an external system, I need to understand the history of applications and overawards. Currently the application id is not unique enough to understand the lifecycle of a "single application number" being changed.

Acceptance Criteria

  • In Application Records: Update Unique Application Key to be Unique Application Number (same character spacing)
  • Maintain the same cadence of sending delta changes for these records (including a change to the application id, which could signal a non-assessment impacting change)
