Remove some deprecated arguments from swift_common APIs.

RELNOTES: The `allow_testing`, `compilation_mode`, `configuration`, `objc_fragment`, and `swift_fragment` arguments have been removed from the `swift_common.{compile_as_objects,compile_as_library,swiftc_command_line_and_inputs}` functions.
