What is the current behavior?

The repository is built using whatever version of bazel I have in my path. Unfortunately, it doesn't seem to work with bazel 5.1.0.

What is the new behavior?

Add a .bazelversion so that bazelisk knows that the repo is supposed to be built using 4.0.0, as that is the version that is used in CI.

Have you tried other 4.x versions like 4.2.1?

IIRC, it works, but CI is currently using 4.0.0, so it would be nice to keep this in sync.
