Label resolution has been a source of confusion for ages. With recent fixes around repo mapping and the new canonical label syntax, we should really spend some time rewriting the documentation to be clearer (this includes the Label type, the Label constructor, and various methods on Label).

Taking this off the milestone for now since it doesn't block branch cut. Will have to finish this before 6.0 launch though.
