The CI is taking a long time to run all of the tests serially and there is no dependency on one another
Bazlisk is pulling a non existent version

We started seeing a bunch of failures this afternoon on this PR and anotherone that used bazelisk, it's trying to pull 3.5.1 so I added a .bazelversion bazelbuild/bazelisk#170 |
