That tool was removed from the repo. This was causing npm install to fail with ENOENT: no such file or directory, chmod '/usr/local/google/home/alexeagle/Projects/bazelbuild_rules_nodejs_issue_871/node_modules/@bazel/typescript/ts_auto_deps/ts_auto_deps.js' while setting up the .bin/ directory
