Description of changes:
This PR consolidates most of the certificates used in the rust bindings into a single place. This allows each package to use the same certificates shared within the workspace.
Call-outs:
I left out the bench certificates since those don't seem too useful outside of the bench package.
Testing:
Tests should continue to pass with the new shared certs.
