• The npm badges were added to all packages in feat: add npm badges for individual packages #251
• The package util-create-request was under development in parallel in feat(util-create-request): create request package #257
• This PR adds the npm badge for @aws-sdk/util-create-request, the package version number and downloads will appear once it's publish to npm
